The Village of Pingree Grove, a rapidly growing Northeast Illinois
community, is exploring exciting opportunities for the development of a
traditional neighborhood business district.
Rapid
residential growth is already occurring within the village and
surrounding area. Population projections predict that the village, with
a Census 2000 population of 124 persons, could grow to a village with a
population of 14,147 by 2030 (Source:
Northeastern Illinois Planning Commission, 2030 Forecast, as revised
July 19, 2006).
Recognizing
that change is inevitable, the Village of Pingree Grove retained
Downtown Professionals Network (DPN) to facilitate the creation of the
Pingree Grove Village Center Concept Plan. DPN
worked with community leaders and consulting partners to organize and
facilitate a community-oriented visioning and strategic planning process

Develop and articulate a vision for the
Pingree Grove Village Center |

Create concept sketches and illustrations
depicting potential land use, development and design
concepts and features of the Village Center consistent with
the community’s vision for the Village Center.

Outline proposed design and development
guidelines and standards that are consistent with, and will
help the community achieve the vision for, the Village
Center. |

Perform a preliminary assessment of the
market’s relationship to the community’s vision for the
Village Center |

Identify, prioritize and describe potential
strategies, actions and initiatives that will help the
community to achieve the vision for the Pingree Grove
Village Center. |

A supplemental market study prepared by DPN
is providing direction for the potential
development of various retail and service retail sector
businesses that might ultimately be recruited and located in
the Village Center area. |

and creative activities to “put a design on the future.” |

The people
of Pingree Grove desire a Village Center that is more unique by
attempting to avoid “faceless” or generic development from occurring.
The planning process was orchestrated to identify those features of the
Village Center area that lend it character. |

Establishing the Pingree Grove Forest
Preserve as a major feature and a cornerstone of the Village Center
provides a form-giving opportunity. It becomes the centerpiece of the
Village and its primary distinguishing element. |
